MOTOROLA TEAMS WITH APELON TO HELP
PUBLIC SAFETY AND JUSTICE AGENCIES SHARE DATA
RIDGEFIELD, CT – November 14, 2001 – Motorola,
Inc. (NYSE: MOT) and Apelon today announced that Motorola's Commercial,
Government and Industrial Solutions Sector (CGISS) has selected Apelon,
the world's largest supplier of medical terminology software and
services, to provide public safety terminology services for Motorola's
Integration Framework, a data integration system for law enforcement
and criminal justice entities.
Motorola's Integration Framework is a middleware solution that enables
the integration of applications and data across an extended justice
enterprise. It helps agencies improve operational efficiencies by
sharing information between justice agencies.
Through its Regional Data Repository, Integration Framework provides
one location for quick and efficient access to comprehensive justice
enterprise data. Integration Framework also provides best-in-class
middleware services to include functions such as security, identification,
terminology and address resolution services.
The need for a wide-scale terminology resolution system and integrated
communication for justice and law enforcement agencies of overlapping
jurisdictions has long been advocated by SEARCH The National Consortium
for Justice Information and Statistics, a nonprofit organization
that is dedicated to improving the criminal justice system through
the effective application of information and identification technology.
Apelon's software will enable Motorola to include data sharing terminology
services as part of its large system integration projects. This addition
will enable different and often incompatible systems to share information
without changing their terminology.
While disparate systems can be integrated, one challenge is the problem
of varying terminology to represent the same activity. For example,
when performing query for hair color, one system may abbreviate black
as [BLK] while another system abbreviates it as [BK]. Apelon's technology
provides a single agreed-upon terminology when communicating between
systems, while not requiring the users to change their current terminology.
This is accomplished by providing a meaning-based thesaurus system
that serves as a translation mechanism between the various systems.
Motorola's Integration Framework can leverage Apelon's translation
services in both vertical and horizontal integration projects. Vertical
integration would occur between agencies such as police, prosecutor's
office, courts, probation, corrections, and parole. This type of
integration allows all groups in this vertical chain to have consistent
information in a familiar format. Horizontal integration between
various law enforcement agencies would enable them to share information
about investigations or crime trends and help solve cases or address
crime issues more quickly.

Apelon to Provide Terminology Software and Products
Apelon will provide Motorola with both terminology development software
and terminology servers that can serve existing public safety systems
through an integrated database. This enables the various public
safety and law enforcement agencies in a region to connect their
information systems so they may share and retrieve data across
agencies or jurisdictions. The comprehensive database will strengthen
efforts to track public safety statistics because these entities
now will be able to access each other's information.
